Collaboration Score

Each shared area is scored out of 100 across four equally-weighted dimensions. Areas with no crime or deprivation data are scored on org count and balance only.

Org count: More organisations sharing an area = higher score (max at 3+).
ASB: 500+ incidents = 25pts, 300+ = 19pts, 150+ = 12pts, 50+ = 6pts.
IMD: Decile 1–2 = 25pts, 3–4 = 19pts, 5–6 = 12pts, 7–8 = 6pts.

Balance Score

Measures how evenly properties are split between organisations in a shared area. A perfectly even split scores 100. One organisation holding all properties scores 0.

Where dominance is the largest org's share and n is the number of organisations. High balance means no single org dominates — better conditions for equal partnership.

Cluster Groups

Areas are grouped using K-means clustering across five dimensions simultaneously: ASB rate, deprivation (IMD), number of organisations, balance score, and total properties.

Clusters are seeded using K-means++ for stable results, then semantically labelled: highest need → Joint Working Priority; highest balance among remainder → Lead Opportunity. Click a cluster card to filter the table and map.

Data Sources

Properties: HMLR social housing register, grouped by postcode district.
ASB & Crime: Police.uk crime data, last 12 months, averaged across LSOAs in the district.
IMD: Ministry of Housing deprivation indices, averaged by district.

Priority Bands

Based on the collaboration score threshold:

High priority areas combine multiple risk factors with significant shared ownership — these represent the strongest case for formal joint working.

Area Grouping

Areas are grouped at postcode district level (e.g. NE8, TS6). This is the outward code — the letters and first digit(s) before the space in a full postcode. Stats are averaged across all LSOAs within that district.
